Mr. Heffner
has been with DBS & Associates Engineering fulltime since
May 2007 with focus on the Design and Planning of Commercial
and Industrial Developments. Mr. Heffner has several years
of field experience in surveying including boundary surveys,
topographical surveys, as-built surveys, ALTA/ACSM surveys,
and construction staking.
Mr. Heffner as an assistant project manager performs
preliminary site planning, project feasibility studies, site
design, project permitting, and phase I environmental site
assessments for various commercial and industrial projects.
The following summaries demonstrate Mr. Heffner’s experience
with related projects.
Vantage
Pointe Homes at Balsam Mountain
Waynesville, North Carolina, 2007
Civil Designer for a 160 unit multi-family apartment complex
to be located in Haywood County North Carolina. The site
measured approximately 13.00 Acres. The project included the
eight apartment buildings, a single clubhouse building and
all associated vehicular use areas. Stormwater from the site
was detained in two detention basins which were also design
to meet water quality requirements. A complete civil design
package was provided for this project.
University of Tennessee at Martin
Recreation and Wellness Facility
Martin, Tennessee, 2008
Civil Designer for recreation and wellness facility
consisting of an approximately 73,000 square foot building
and associated vehicular use areas to be located on a 10.50
acres site. A complete civil design package was provided for
this project.
Austin Peay
State University
Chemical Engineering Technology Facility
Clarksville, Tennessee, 2009
Civil Designer for project consisting of the demolition of
an existing parking lot and the addition of an approximately
13,500 square foot located on a 1.00 acres site. Also two
parking lots were included in this project on two separate
sites located on the Austin Peay State University property.
Storm water from the CETF site was routed and tied into an
existing storm sewer system. A complete civil design package
was provided for this project.
Fort Sam Houston Battle Command Training Center
Fort Sam Houston, Texas, 2008
Civil Designer for new BCTC located in San Antonio Texas.
Provided complete civil site design packages for contractors
and for the U.S. Army Corps of Engineers.
Avanti Rail Spur
Clarksville, Tennessee, 2009
Civil Designer for the Avanti Rail Spur which included
design and placement of 2,437 linear feet of rail spur to
the Avanti Manufacturer’s site.
Industrial Rail Extension
Clarksville, Tennessee 2009
Civil Designer for the Industrial Rail Extension which
included the design and placement of 4,455 linear feet of
railroad expansion including the improvements of three roads
for which the new rail alignment crossed in the Clarksville
Montgomery County Industrial Park.
Rossview Elementary School
Clarksville, Tennessee, 2008
Civil Designer for project consisting of a 103,083 square
foot Elementary School and Softball Field. This project also
included the design and placement of parking areas, site
grading, drainage and utilities to accommodate the site.
Stormwater from the site was routed to a regional detention
basin. A complete civil design package was provided for this
project.
Courtyard by Marriot
Clarksville, Tennessee, 2008
Civil Designer for project consisting of the addition of an
approximately 13,500 square foot building foot print located
on a 2.07 acres site. Design also included the associated
vehicular use areas and associated storm sewer system. Storm
water was routed to a regional detention system and water
quality was achieved by the use of catch basin inserts. A
complete civil design package was provided for this project.

Hopkinsville, Sonic at Dover Crossing, Remax Northstar, Fort
Campbell Federal Credit Union Parking Expansion, Internal
Medicine Clinic, Fort Defiance interpretive Center and
walking Trials, Civitan Park Ball Field Renovations,
Woodlawn Park Renovations, The Settlement Daycare Building
Addition, Grandmama’s House Daycare, Hamilton-Young Medical
Office Building and Clarksville Professional Park Lot 2
Medical Office Building. Mr. Heffner has designed numerous
other commercial and industrial projects.
Civil site designs for all of the abovementioned projects
include the following: staking plans, utility plans, grading
plans, demolition plans and landscape plans. Each project
was taken through the appropriate approval process for
permitting of the project. This is to include but not
limited to local planning commission, local utility
district, state fire marshal, local highway department,
local building and codes department, groundwater protection
and state highway department and state department of
environment and conservation.
